The project is being implemented by JSC "Bayan Sulu," the largest national producer of confectionery products in Kazakhstan, and will increase production capacity to 100,000 tons per year. As a result, Kostanay will become the "Confectionery Capital" and the largest producer of confectionery products in the country.

With a two-shift operation, the new facility will create an additional 260 jobs. The investment volume will amount to 14.3 billion tenge. The main goal of the project is to launch new equipment using innovative technologies and expand the product range.

“The market for flour-based confectionery is one of the most dynamically developing in Kazakhstan. According to official data, imports of flour-based confectionery products from the EAEU countries in 2023 amounted to 102,000 tons. While in segments like ‘wafer,’ ‘sugar cookies,’ and ‘long cookies,’ JSC ‘Bayan Sulu’ is a market leader, we currently don’t have a presence in the segment of piped (rich) cookies and biscuits. The acquisition of high-performance lines capable of producing modern products will enable us to become one of the leaders in this segment,” said the company.

An additional increase in the volume of finished products will involve expanding the range of confectionery items and processing Kazakhstan’s agricultural raw materials. The project also aims at import substitution, improving the quality of the produced goods, reducing their cost, increasing labor productivity, and accessing new markets.

The implementation of this project is expected to boost the socio-economic development of the region, improve the quality of life in Kostanay, especially for residents living near the plant, by providing them with high-quality infrastructure for water supply and drainage, gas, and electricity.

Currently, JSC "Bayan Sulu" produces over 300 types of confectionery products. The company’s portfolio includes about 90 brands. The main sales market for the company is Kazakhstan, with a share of 55% of total sales. The largest consumer of exported products is Russia, accounting for 78% of total exports. It is expected that the construction of the new complex will allow the company to increase its market share in both cases.
