The document sets out the key parameters of cooperation on the project to build a Sustainable Aviation Fuel (SAF) production facility in Kazakhstan and marks the transition to the basic engineering design stage.
The project envisions the production of SAF using PureSAFSM technology based on the Alcohol-to-Jet process, which enables the conversion of bioethanol into aviation fuel with a lower carbon footprint. Under the partnership, Kellogg Brown & Root LLC will act as the technology licensor and engineering contractor. KazMunayGas brings its extensive experience in implementing large-scale oil and gas projects and its developed industrial infrastructure, while KazFoodProducts contributes its expertise in deep agricultural processing and bioethanol production.
Today, KazFoodProducts processes more than 300,000 tonnes of grain annually, producing starch, wheat gluten, and bioethanol, with supplies delivered to markets in Europe, the United States, and Japan. The company’s own raw material base and production capabilities position it as an important participant in the emerging SAF value chain in Kazakhstan.
The signing of the term sheet is also accompanied by bilateral agreements between KazMunayGas and KazFoodProducts, which define the contributions and responsibilities of the parties in greater detail. The next stage will involve the development of a Process Design Package (PDP), scheduled for completion by the end of the first quarter of 2027. During this phase, the technology will be adapted to local feedstock, and key parameters of the future production facility will be defined. Based on the results of the PDP, a final investment decision on project implementation will be made.

The initiative aims to develop low-carbon fuel production and aligns with the global decarbonization agenda of the aviation industry, as well as Kazakhstan’s commitments to reducing greenhouse gas emissions. Previously, President Kassym-Jomart Tokayev emphasized the need to develop a competitive aviation fuel production industry in the country, noting that its high cost remains a constraining factor for the sector.
